Creates and assigns a static virtual account to a user's wallet.

`fund_type`	Yes	Type of funding source. Use `STATIC_VIRTUAL_ACCOUNT`
`chain`	Yes	Account chain/type. For a fiat account, use `FIAT_ACCOUNT`
`currency`	Yes	Currency of the static account
`account_reference`	Yes	Unique reference for the static account
`user_kyc.user_name`	Yes	User's name
